Listen up. You have regulators’ ears this Thursday during an in-person Listening Session on the 2022 Scoping Plan Update. We urge all BizFed members to attend and speak up. This is the business community’s chance to help steer powerful California regulators in the right direction, toward expanded affordability, opportunity, and sensible sustainability for all.

You’ve seen our Info Alerts, Action Alerts, and meticulously crafted coalition letter responding to this draft plan released by the California Air Resources Board (CARB). It’s an overly aggressive roadmap to reducing greenhouse gas emissions that’s akin to tossing the baby out with the bathwater. In addition to cutting emissions, the draft Scoping Plan threatens to slash jobs in nearly every sector – and development on 90% of California’s land.

We’ve done the deep-dive research to say with conviction that there are better ways to reach environmental goals that don’t threaten livelihoods and California’s economic edge.

WHY IT MATTERS

In 2006, the Legislature passed the California Global Warming Solutions Act of 2006 (AB 32), which required CARB to develop a Scoping Plan that will map out the approach California will take to reduce greenhouse gas emissions (GHG). The plan is updated every five years. In late May, CARB released their 2022 Scoping Plan Update.

BizFed leaders and partners have determined this draft plan includes a slew of radical recommendations that will hurt nearly every industry and community across California. With the help of the state’s most brilliant legal minds specializing in environmental policy, we’ve pinpointed the following four consequences that will directly result from implementation of the 2022 Scoping Plan Update in its current form.

  • Development on 90% of California’s land will be eliminated.
  • Land use authority will be stripped from local governments and handed to regional metropolitan planning organizations.
  • Controversial “vehicle miles traveled” “VMT” rules will aggressively slash individual mobility by nearly one-third of current people and goods movement levels.
  • The premature phase-out of renewable natural gas and petroleum will result in EVEN HIGHER COSTS for consumers.
