ACTION ALERT – Paid Sick Leave and Property Tax Deadline

Last Friday, BizFed's Executive Committee convened and took a position on two important items, the Los Angeles County's Paid Sick Leave Ordinance and extending the April 10th property tax deadline.  LA County Paid Sick Leave Ordinance At last weeks LA County Board of Supervisors meeting, Supervisors Janice Hahn and Hilda Solis introduced a motion requesting the County to look into the feasibility of implementing a two week paid sick leave, right of recall, and worker retention policies within unincorporated LA County. The motion also asked county agencies to consult with labor representatives ONLY. To read the motion, click here. BizFed had previously taken a position on the "right of recall" and "worker retention" ordinances when they were before the Los Angeles City Council on March 27. The item was tabled after an eleven hour meeting. BizFed's Executive Committee decided to take a position on the paid sick leave ordinance, and we will now advocate at the county level asking the board of supervisors to reconsider all three of these potential ordinances and instead find ways to help businesses, as opposed to adding additional burdens. We are also advocating that business be a part of the process, not just labor. The LA County Supervisors will be meeting virtually next Tuesday, April 14th and we expect the report back to be heard at that meeting. Property Tax Extension: On March 12th, Governor Newsom signed an Executive Order allowing the California Department of Tax and Fee Administration (DTFA) and the Franchise Tax Board (FTB) to extend tax payment deadlines. This Friday, April 10th, property owners across California will be required to pay the second installment of locally-assessed property taxes.  Some county treasurer tax collectors have taken proactive action to grant an extension due to COVID-19 related late payments by assisting taxpayers. However, this has not been done uniformly across the entire state.

Due to these orders and actions by local counties, property owners and taxpayers have been confused over who is responsible for extending this fast approaching Friday deadline and waiving the late payment penalties.

CalTax prepared a letter to Governor Newsom urging a solution, BizFed members Trini Jimenez, Watson Land Company and Aaron Taxy, BOMA brought this item for consideration to our Executive Committee meeting given the pressing deadline.

During this call, BizFed Executive members voted to support signing on to the CalTax letter and for BizFed to submit our own letter requesting Governor Newsom to suspend the Revenue and Taxation Code Section 2618 until July 15, 2020, which would extend the deadline (April 10) of when property owners would have to pay their second installment of locally assessed property taxes.

We urge members to submit their own letters to the Governor on your organization’s letterhead using our letter.
