We need your voice to be heard in Sacramento in OPPOSITION to SB 1387, an unnecessary bill that would give Sacramento greater control over Southern California’s Air Quality Management District Board (SCAQMD) by adding three more state-appointed seats (for a total of six) to be chosen by Capitol politicians.
The bill is currently in the Assembly Appropriations Committee, and it could move to the Assembly Floor at any time if passed.

Why does BizFed oppose SB 1387?
Because it would remove regional authority from local elected officials who are accountable to their local constituents, bypass the democratic process, and weaken SCAQMD's decision-making ability.
If this bill passes, it would set a chilling precedent for pre-emption of local control on other boards and commissions throughout California. Specifically, SB 1387 would:
- Add three more state-appointed representatives to SCAQMD’s Governing Board, bringing the total to six, effectively giving Sacramento control of over 40 percent of the Board.
- Give the California Air Resources Board (CARB) the power to overrule, revise, and replace the regional market-based incentive programs without SCAQMD involvement, essentially allowing CARB to take over the regional board’s rulemaking authority.
