As you are aware, the recent spike in COVID-19 cases has prompted Governor Newsom to reverse his reopening orders in 19 counties and close dine-in restaurants, wineries and tasting rooms, movie theaters, family entertainment centers, zoos and museums, and cardrooms for another three weeks.
It is important that as we move forward to reopen our economy residents and businesses practice proper safety protocols, such as wearing masks and social distancing, to limit the spread of COVID-19.
However, we have concerns with the mass closure of small businesses who have made significant investments and sacrifices to meet the proper safety protocols.
BizFed has joined a coalition that strongly opposes the Governors recent overreach and asks the Governor to consider these three alternatives instead:
1) Require the State to use emergency funds to augment funding for county health departments and enforcement divisions to oversee enforcement of reopening regulations.
Authorize counties to grant immediate reopening for all restaurants and bars that demonstrate compliance to the county reopening regulations.
2)
The creation of an Emergency State Business Interruption Fund to cover all business expenses related to reopening in June 2020 as well as all losses including displaced revenue related to the current and future closures.
3)
Creation of a Business Closure Avoidance Task Force which would work directly with state and local officials in the implementation of Point 5 in the
Five Point Economic and Public Health Recovery Plan which specifically calls for Mandatory Testing and creating Recovery Centers as the dual alternative to shutting down any segment of the economy.
It is important that the business community sticks together in one unified voice to ensure the continual, safe reopening of the CA economy.
