BizFed has joined Southern California businesses, consumers, taxpayers and local government representatives in
OPPOSITION to SB 1387, an unnecessary bill that would give Sacramento greater control over Southern California’s Air Quality Management District Board (SCAQMD) for regional air quality planning and decision making.
The BizFed Board of Directors strongly opposes SB 1387 because it would remove regional authority from local elected officials who are accountable to their local constituents; bypass the democratic process; and weaken SCAQMD’s decision-making ability. And it would set a chilling precedent for pre-emption of local control on other boards and commissions throughout California.
SB 1387 would:
- Add three more state-appointed representatives to SCAQMD’s Governing Board, effectively giving Sacramento control over 40 percent – nearly half of the seats whether the appointees represent the region or not.
- Give the California Air Resources Board the power to overrule, revise and replace the regional market-based incentive programs without SCAQMD involvement, essentially taking over the regional board’s rulemaking authority.

SB 1387 has already passed through the Senate, and will be taken up by the Assembly Committee on Natural Resources on JUNE 27.
