The California Assembly will soon be taking up three fast-moving housing bills on which BizFed recently took action:
AB 226 (Calderon): Would allow the FAIR Plan Association to request the California Infrastructure and Economic Development Bank to issue bonds if the FAIR Plan runs out of money in the event of a catastrophe. The measure would also provide the financial buffer of allowing the FAIR Plan to seek a line of credit in case needed. BizFed Supports
AB 246 (Bryan): Proposes a year-long freeze and rollback of rents in Los Angeles and Ventura Counties to January 7, 2025, imposing a $10,000 financial penalty for property owners who do not comply. BizFed Opposes
AB 311 (McKinnor): As currently written, AB 311 expands current law to include victims of declared emergencies, including the recent wildfires, and allows rental housing providers to accommodate people at risk of homelessness without being subject to strict just cause eviction limitations under AB1482. BizFed Supports if Amended to allow the owner to provide notice to the “at risk” person as an alternative to the renter in case of a three-day notice to the renter.
WHERE ARE THEY LOCATED: AB 226 is currently in the Assembly Appropriations Committee while AB 246 and AB 311 are both awaiting hearing by the full Assembly. All three bills have been tagged urgency and require a 2/3 vote by the Legislature.
