Scott Houston was elected to the Board of Directors of the West Basin Municipal Water District (West Basin) in November 2014 and re-elected in November 2018 representing Division IV that includes the cities of Culver City, El Segundo, Malibu and West Hollywood, and the unincorporated Los Angeles County areas of Del Aire, Marina del Rey, North Ladera Heights, Topanga, View Park, Windsor Hills, Wiseburn and a portion of Lennox. Director Houston currently serves as Vice President of the Board, is Chair of West Basin’s Finance and Administration Committee and Member of its Public Information and Education Committee. In 2019, he served as President of the Board.
A Special District, West Basin is a wholesale water agency that serves nearly one million people in 17 cities and unincorporated areas in Los Angeles County. The District provides imported drinking water, recycled water, and conservation and education programs to its service area, and is particularly known for its history of innovation and industry leadership in recycled water.
Active in the regional community, Director Houston also serves on the Board of Trustees of the Southern California Water Coalition (SCWC), a non-profit, non-partisan public education partnership dedicated to informing local communities about our region’s water needs where he is Co-Chair of SCWC’s Water Energy Task Force.
In addition, Director Houston was appointed by Supervisor Janice Hahn to serve on the Consumer Affairs Advisory Commission of the County of Los Angeles and he previously served on the County’s Economic Development Advisory Committee.
Director Houston previously served a four-year term on the City of El Segundo’s Public Works Committee, and prior to that was a host and reporter for El Segundo TV covering local issues and the city’s business community.
As a policymaker, Director Houston has spoken at numerous conferences, both international and domestic, about the challenges facing our global water supplies and future water security in the midst of climate change. He has authored multiple published articles on topics that include leadership in California water governance; water safety in the midst of the novel coronavirus pandemic; and the increased public acceptance of recycled water to meet our region’s supply needs.
Director Houston’s professional background includes management experience in communications and manufacturing. He holds a Bachelor of Science degree in Business Administration from Michigan Technological University and studied broadcast journalism at UCLA.
