🎉 VICTORY ALERT: Newsom signs retail theft legislation into law

We have a long-awaited policy victory to celebrate! Governor Gavin Newsom signed 10 bills into law this morning addressing retail theft, discouraging resale of stolen goods, and providing new tools for prosecutors. This landmark legislation is the result of months of coordinated advocacy led by statewide business, labor, civic, and law enforcement partners.

We thank our partners at the California Retailers Association for spearheading this effort, all BizFed members who leaned in to amplify our support, and legislators who worked hard to pass these bills, including Assembly Speaker Robert Rivas and Senate President pro Tempore Mike McGuire. Here are the key changes the BizFed-supported legislative package will usher in.

  • Allows aggregation of thefts across multiple incidents and jurisdictions as a prosecution tool.
  • Classifies repeated theft convictions as felonies.
  • Requires online marketplaces to help curb illegal resale of stolen goods.
  • Permits businesses to obtain temporary restraining orders against habitual shoplifters.
