Why Endorse SB 1133
The need to update the Basin Plan is critical to managing the costs of stormwater management which the Los Angeles County Department of Public Works estimates will cost $20 billion countywide. By updating our basin plan, the cost to meet compliance can drastically be reduced, ultimately reducing the cost that would be pushed on Cities and the business community. As the County is pushing for their Safe, Clean Water Program, a parcel tax, this bill would allow funding to be allocated from this program to update the basin plan, with out putting additional burdens on Cities and the business community.
BILL SUMMARY
This bill would authorize a regional board to accept and spend donations of monies from a permittee for the purpose of updating a water quality control plan, thereby making an appropriation. The bill would authorize the Los Angeles Regional Water Board, to accept certain funds from the Los Angeles County Flood Control District and spend them to prepare a major revision to the Basin Plan for the Los Angeles region, as prescribed. This bill would also allocate founds from the Los Angeles County Safe, Clean Water Program to update the basin plan, if passed this November.

Dear Senator Portantino:
The _________________ supports your SB 1133 which allows the Los Angeles Regional Water Quality Control Board (Regional Board) to receive funding from permittees including the Los Angeles County Flood Control District for the purpose of updating the Los Angeles region’s water quality control plan.
Water quality control plans are the key regulatory document governing water quality in each hydrographic region statewide, much like a city's general plan. The current water quality control plan (Basin Plan) was first adopted by the Regional Board in 1974 long before the 1990 inclusion of the municipal stormwater permits in federal regulations and the requirements for the Integrated Water Management Planning, including the capture, treatment, and reuse of stormwater.
The need to update the Basin Plan is critical to managing the costs of stormwater management which the Los Angeles County Department of Public Works estimates will cost $20 billion countywide in operations and management alone. These expenditures often come at the expense of other critical resources like public safety, parks and new taxes on business. The California State Auditor in March, published a report stating that State and Regional Water Boards, “must do more to ensure that local jurisdictions costs to reduce storm water pollution are necessary and appropriate.” SB 1133 would allow the Regional Board to accept funds for the purposes of modernizing the Basin Plan with updated science and information which can help put real costs into perspective when evaluating stormwater management.
As Los Angeles County considers a stormwater parcel tax for the November 2018 ballot, SB 1133 provides an opportunity to fund a crucial and timely update to the Basin Plan. For these reasons, _______________ supports SB 1133.
